The following decision of the Second Comptroller of the Treasury, is published for the information and guidance of officers of the Quartermasters Department.

"Affidavits taken before a Notary Public after the 1st of October 1865 must have a certificate of the Secretary of State, or of a clerk of a court of records, to the official character of the notary."
