You are respectfully informed that certificates of non=indebtedness are not furnished by this Office. If you have not been accountable for Money or Stores pertaining to this Department, an affidavit to that effect (as per Form E) must be transmitted, which, when examined, will be referred to the Third Auditor of the Treasury for further examination and settlement, of which you will be duly advised. If you have been accountable for Money or Quartermaster Stores, no settlement can be made until the accounts (prepared as per forms referred to in paragraphs 56 to 58, inclusive, appendix "B"," Revised Army Regulations, edition 1863,) have been forwarded, together with an affidavit, (as per Form F,) to the effect that you have made and forwarded all returns required. Your letter has been referred to the Second Division of this Office for reply relative to your accountability for Clothing, Camp and Garrison Equipage. (b.) Observe that accounts of Money and Quartermaster Stores are audited by the Third Auditor of the Treasury, while Clothing and Equipage are audited by the Second Auditor; hence the affidavit pertaining to the former (Money and Quartermaster Stores) must be made separate from the latter, (Clo. C. & Gar. E.) (c.) No affidavit, pertaining to Money or Quartermaster Stores, will be required from company officers of Infantry or Heavy Artillery who have served in no other capacity.
