Description
The City of New Castle, Delaware has been and will continue to be a unique place with a set of unique problems. The historical assets of the City have created an increasing set of pressures generated by the interest of tourists from other states and from within the State. These pressures tend to strain the resources of the City in two areas at the very least and those are traffic control and parking. In the summer and fall of 1978 the College of Urban Affairs and Public Policy undertook a public opinion survey and, in cooperation with the State Highway Department, measured traffic flows through the city. The intent of this two fold thrust was to establish the validity of complaints to City Council about traffic and parking as well as other issues of interest.
