Item Cubanazo: José Martí and the Tropicalist Prose Style (Against Postmodernism)(Latin American Studies Program, University of Delaware, Newark, DE, 2009-08-30) Almenas, EgbertoThis article argues that José Martí’s brand of tropicalism (unrelated here to the Brazilian artistic movement) transcends the merely ornamental and activates in turn a ratifying device with respect to a deeper notion of Caribbeanness. The reading will contend that his discourse defies in retrospect a construct of the Caribbean fashioned after a postmodernist leveling that runs in tandem with a neoliberal model of globalization, and which he had already predicted and fought beforehand with astonishing accuracy.Item Governance del agua: La ruptura del eje Estado central hacia un Estado descentralizado(Latin American Studies Program, University of Delaware, Newark, DE, 2009-08-30) de Alba, Felipe; Nava, LuzmaWater Governance: The rupture of the axis 'welfare State’ towards a 'decentralized State’ The analysis of the water neoliberal management in developed countries allows a relation of contrast with some cases of water management in countries of the South. The modernization of the Latin American State in the hydric resources management seems to have followed an external example without considering the local characteristics of a society in movement. We conclude that a modern neoliberal State is incompatible with the management of the water public services given the social revolts occasioned. The social groups that protest take advantage of the conjunctures to establish new decisional schemes of water strategic management. Resumen El análisis de la gestión neoliberal del agua en países desarrollados permite una relación de contraste con casos de gestión del servicio de agua en países del Sur. La modernización del Estado latinoamericano en la gestión de los recursos hídricos parece haberse fundado siguiendo un ejemplo externo sin considerar las características locales de una sociedad en movimiento. Se concluye que un Estado neoliberal moderno es incompatible con la gestión de los servicios públicos de agua dadas las revueltas sociales que produjo. Dichos grupos sociales que protestan usufructúan las coyunturas para establecer nuevos esquemas decisionales de gestión estratégica.Item Rodolfo Günter Kusch y Abel Posse: Convergencia y diálogo(Latin American Studies Program, University of Delaware, Newark, DE, 2009-08-30) Esposto, Roberto HernánA partir de la evaluación que hace Mario Vargas Llosa de la literatura latinoamericana, este artículo se propone describir la confluencia del pensamiento kuscheano en la producción ensayística y literaria de Abel Posse, novelista e intelectual argentino. Dicha confluencia se expresa en una convergencia de intencionalidad en un proyecto intelectual descolonizador cuyo fin es el de pensar América desde América.
