Enclosure: See No. 1839. To G.S. Messersmith, Washington. Gen. [Royal B.].Lord and party arrived this week and yesterday had meeting with President; President discussed his Five-Year-Plan with them; Perón apparently wanted objective and outside opinion as to workability of plan; Gen. Lord called at Embassy; he said that he had seen Messersmith in the States and things were going well with him; has seen Foreign Minister twice in past week; discussed with him decree Government was to have enacted several days ago respecting taking over enemy property; thinks objections of [Miguel] Miranda may be reason for delay; as usual Minister concerned over Communism; everybody here awaiting with interest results of Messersmith's conversation with Gen. [George C.].Marshall; enclosing excerpts from news sheet issued in Montevideo; its statement that anti-U.S. feeling is on increase all over Latin America only confirms what has already been reported; AFL labor delegation arrived on Sunday and called at Embassy following morning; their apparent leader is Cerafino Romualdi; they issued statement to press that they had come to make survey of Argentine labor, but "survey" was mistranslated to mean "investigate," which caused some resentment; delegation called on President that afternoon and reportedly Romualdi said again his group had come to investigate; Peron was insensed; received call that evening from hotel where group is staying, and went over; delegation was in uproar and, swayed by Romualdi, had about decided to leave next morning; was told Perón had invited Chairman and Vice Chairman to meet with him next morning, but they didn't know whether they would or not; told them whole affair was result of misunderstanding and counseled them to accept invitation, as not to do so would be grave discourtesy; the meeting was held next morning and proved satisfactory, with result that delegation will carry out their visit.
