Lessons from a Comparative Analysis of California and PJM Electricity Restructuring Models

Title: Lessons from a Comparative Analysis of California and PJM Electricity Restructuring Models

Authors: Byrne, John; Wang, Young-Doo; Yu, Jung-Min

Description: This report explores the emergence of deregulated electricity markets in the U.S. by focusing on the origins of, models for and experiences with wholesale and retail competition in two parts of the country – California (the first U.S. state to open its utility sector to retail competition) and the mid-Atlantic region of the U.S. east coast (comprised of the states of Delaware, Maryland, New Jersey, Pennsylvania – and more recently, additional states – that receive transmission service from the PJM Interconnection and have their wholesale bidding markets managed by PJM).2 The very different origins of deregulation, models developed to manage competition, and experience with deregulation of the two jurisdictions offer important lessons for power sector reform policy.

Policy Options to Support Distributed Resources: A Report to Conectiv Power Delivery

Title: Policy Options to Support Distributed Resources: A Report to Conectiv Power Delivery

Authors: Takahashi, Kenji; Baker, Simon; Kurdgelashvili, Lado

Description: This CEEP Report to Conectiv Power Delivery examines the role and effect of three prominent alternatives for setting rates and their implications for distributed resources. Although complicated, there is much to be learned from these different approaches to setting rates and this report provides a factual basis for considering some of the key issues.

Integrating PV into Performance Contracts: Barriers and Trends

Title: Integrating PV into Performance Contracts: Barriers and Trends

Authors: Rickerson, Wilson

Abstract: Performance contracting, or contract energy management as it is called in the UK, refers to the practice of financing energy services based on the savings stream that those energy services are projected to generate. While performance contracts have not traditionally incorporated renewable energy systems (Goldman et al., 2002), a number of recent contracts have incorporated photovoltaic (PV) systems as part of an overall building energy service strategy. This paper presents the results of a survey of US PV performance contracts and descibes how, when examined in aggregate, PV performance contracts represent an important share of new US installations. This paper will also report on the diffusion of the PV performance contracting model from the US Federal government to other sectors.
