| Description: | In this report we will first describe the situation in Chicago after the snowfall, particularly noting in what way the life of the community was disrupted and
what needed to be done to restore the normal flow of community processes.
This will be followed by a series of descriptions of the major organizations involved
in the community restoration effort. This part will include not only
account of the activities of the involved organizations, but also a number of observations
on the problems they encountered. A very brief statement on the overall implications of the findings of this study for other major community emergencies will conclude this report.
