AbstractVolume 2 addresses itself to three areas of marine affairs vital for an understanding of the bay system. In the first part, the history of the region is discussed, with special emphasis on the role of waterborne transportation in the formation of land-use patterns. The second part delves into land ownership and use in the coastal margin around the bay. The third part reviews the state and federal laws available for the management of the bay.en
